This position oversees the environmental health and safety (EHS) function in all Banner Health operating units. Leads strategic EHS planning to achieve alignment among corporate and operating unit EHS and employee injury prevention goals and objectives. Provides direction, leadership and consultation to Banner Health operations on EHS programs and policies and procedures. Implements common system-wide EHS standards, programs, policies and procedures. Develops and implements corporate radiation safety program, the environmental compliance program, and the employee injury prevention program.
Establishes system-wide EHS Programs; directs the selection and development of standards to measure performance and improvement in accordance with regulatory agencies; oversees the management and implementation of the EHS programs at the operating unit. Presents targets, rationale and incentives to senior management. Communicates required aspects of EHS Program to multiple audiences of stakeholders, particularly C-Suite and affinity groups. Coordinates work and effectiveness of EHS Program task groups. Develops metrics and performance guarantees through the use of dashboard/scorecards to monitor vendors. Implements action plans for accountability of above. Supervises accumulation of historical regulatory citations, cost data for budgeting, trending and benchmarking purposes.
Designs, implements and monitors programs to enhance operating units safety and injury prevention outcomes. Identifies, selects and monitors multiple vendors to meet the needs of all organizational operating units and to assure regulatory compliance; participates in System Emergency Operations Committee.
Designs, develops and implements system-wide educational programs for team members, facility staff, stakeholders, and leaders related to EHS and EM programs, policies and procedures; influences governance, executives, and clinical leaders and staff in their roles as they relate to EHS. Conducts regular affinity group calls (3-4 times per month with 30 to 60 participants). Provides at least annually face to face education opportunity (130+ conference). Organizes and manages system-wide educational programs and consults with facilities/entitles on EHS issues related to property, environmental, terrorism, and new business exposures; integrates newly acquired organizations into Banner Health EHS programs and contracts.
Designs and implements reporting processes to monitor effectiveness and performance of programs, policies, and procedures and facilities/operating units; manages and reports key EHS indicators and metrics established in partnership with operating unit and system leadership; disseminates information on trends and the impact of EHS programs. Performs EHS evaluations as needed in facility and region. Works with under-performing programs to bring them to benchmark. Recommends solution when problems are identified; and communicates issues and opportunities to operating units. Coordinates the collection and reporting of EHS related issues/incidents and development of both quarterly and annual reporting.
Oversees activities of hospital/facility based EHS staff, contract staff and consultants regarding compliance with local, state, and federal regulatory and accrediting agencies (ADEQ, OSHA, DHS, JCAHO, etc.). Responsible for assuring standardized tools and processes in place across the system for The Joint Commission Standards related to Environment of Care.
Oversees the development of entity- based EHS budgets, including contractual agreements.
Functions as the System Safety Officer and chairs the system Safety Steering Committee. Participates on various patient safety, facilities/construction, and administrative management committees.
Acts as a liaison between the organization and other health-care providers regarding EHS issues; represents Banner Health on state and/or regulatory committees and matters.
Requires expert-level working knowledge of principles, practices, and operations in assigned area of responsibility as normally obtained through the completion of a Bachelor degree in occupational Health and Safety or a related field and a minimum of five years of progressively responsible management experience.
CSP, CHSM, or CSMP designation and CHSP Certification.
Requires at least 10 years experience in healthcare based Environmental Health and Safety as well as knowledge of healthcare facility operations. Must possess knowledge of requirements of applicable regulatory agencies (i.e.: TJC, OSHA, EPA, etc.) Excellent presentation, facilitation and computer technology skills, strong organization and communication skills and the ability to take initiative, solve problems and improve processes. Requires excellent interpersonal, oral and written communication skills.
Prefer experience with process improvement. Two or more years in a position with primary responsibility for design and delivery of learning programs for adult learners. Industrial Hygiene experience preferred.
Additional related education and/or experience preferred.
