This position is located in the Office of Planning and Operations Support (OPOS), Office of the Director (OD), Division of Clinical Research (DCR), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (HHS).
DCR provides multidisciplinary trans-NIAID services for facilitating clinical research and managing special projects as directed by NIAID leadership. As such, DCR plays an integral role in facilitating effective performance of NIAID research programs on both the domestic and the international level. This is accomplished through a multifaceted approach to the provision and support of services vital to the research infrastructure that include oversight and management of intramural clinical research, program planning and management, regulatory monitoring and compliance, clinical protocol management, statistical consultation and research methodology, and clinical research capacity building.
Due to the urgent COVID-19 activities, this position is critical to provide expertise and support related to multiple information system issues including: information technology (IT) infrastructure assessment, clinical trial data from multiple trial sources, remote data collection, dashboard development, and remote collaborative workspaces. Bioinformatics specialists have responsibility for providing technical expertise and guidance in the development and deployment of tools and applications that use state-of-the-art data management and system design practices in support of biomedical and clinical research.
The DCR senior research bioinformaticist plans, develops, implements, and integrates long- and short-range plans and strategies for a balanced and comprehensive bioinformatics effort in support of NIAID intramural research and DCR special projects. The incumbent serves as a recognized expert within NIAID and NIH on bioinformatics solutions to the compilation, storage, retrieval, analysis, and dissemination of biomedical research. The senior research bioinformaticist also serves as a subject matter expert, contracting officer's representative (COR), and oversight manager with responsibility for providing scientific leadership and guidance to the planning, development, implementation, and evaluation of bioinformatics approaches, applications, and solutions. Further, the senior research bioinformaticist provides data and information management planning, system development, and quality assurance for the assigned program area(s) and serves as the primary liaison and contact point on bioinformatics for the DCR program(s) for all interactions within and outside the NIH.
Bachelor’s degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position
Experience conducting scientific and administrative review and analyses of basic, animal, and human study proposals
Experience conducting evaluations and assessments of the effectiveness of bioinformatics proposals, regulated data sharing and submissions, and solutions
Current COR II or COR III certification
Mastery of the field of data management, information systems development, and biomedical informatics
In-depth knowledge of the biomedical sciences to work with IT specialists In-depth professional knowledge and mastery of the biomedical and clinical sciences, health sciences, and biological sciences, as well as the relevant principles, theories, and practices applicable to the fields as would normally be obtained by meeting the requirements of a degree in an appropriate field, followed by relevant post-degree research.
Candidates with specialized experience and skills in the following fields are preferred:
Planning, developing, and implementing, long- and short-range plans and strategies for a balanced and comprehensive biomedical informatics effort across the intramural research program
Serving as a subject matter expert responsible for providing expert technical and strategic leadership and guidance related primarily to the architecture, development, implementation, and quality assurance of bioinformatics technologies used in collecting, compiling, analyzing, visualizing, and disseminating data
Expert, state-of-the-art bioinformatics research, development, analysis, and implementation that serve a critical role in the accomplishment of the research programs of the organization
Using specialized training, experience, and knowledge of current advances and developments in the field of bioinformatics, providing leadership and technical expertise
Evaluating the significance of trends and emerging fields and assessing the adequacy of research competency within the field of bioinformatics to achieve a quality and quantity of research to meet the agency's mission and objectives
Formulating and presenting new basic, translational, and clinical research vocabularies, strategies for data management, and analysis to investigators, biostatisticians, and advisory groups
Researching gaps and evaluating cutting-edge technological advances in bioinformatics products and affiliated technologies with focus on those applicable to the biomedical research environment
