POSITION OVERVIEW: The SCMG Administrative Director of Surgical Specialties, in a dyad relationship with the SCMG Clinical Division Director of Surgical Specialties, provides operational leadership for the Division. The current services in this division include the preoperative medicine clinic, the Bend based trauma surgery program as well as the Redmond based general surgery clinic, with outreach clinics in Madras and Prineville. Services within the Division may change over time as the needs of the business change. Together with the Clinical Director, the Administrative Director is responsible for the planning, design, development, implementation and evaluation of the Surgical Specialties Division strategies and operations in all of St. Charles Health System’s True North domains. The Administrative Director, in collaboration with their dyad partner, is also accountable for operating the Clinical Division in compliance with all applicable policies of St. Charles Health System and its medical staffs. This position directly manages other caregivers. ESSENTIAL FUNCTIONS AND DUTIES: (May perform additional duties of similar complexity within SCHS as required or assigned) Dyad Relationship: As the business professional member of the dyad, the Administrative Director is primarily responsible for the provision of administrative services; revenue management; operating expense management; capital planning and allocation; development, implementation and evaluation of staffing models; operations performance reporting; supply chain management; and support systems services. The Administrative Director is also responsible for supporting the Clinical Division Director in oversight of the quality of clinical professionals and of the clinical work across all components, sections, and clinics of the Division, as well as for management of physician and team productivity; for clinical innovation; for compliance; for development, implementation, evaluation, and improvement of clinical pathways and models of care; and for relationships with referring physicians. - Ensure provision of comprehensive clinical and support services
- Optimize physical environment, from the patients’ perspectives, at the Division’s sites of care
- Lead the redesign and implementation of patient journey mapping across the continuum of care to achieve compassionate care delivery during illness episodes and across a lifetime of care experiences
- Plan, design, develop and implement preventive and curative services for the Division, in consultation with communities and patients throughout the St. Charles service areas and partnership regions of Central Oregon
- Foster community relations and ensure effective communications for patients in respect to both preventive and curative clinical services.

- Give voice to caregivers by facilitating and coaching at regularly-scheduled meetings of team, both within and across disciplines
- Conduct annual performance reviews
- Create close collaboration between the Surgical Specialties service line and each respective hospital leadership team where surgical services are provided
- In partnership with the Clinical Director, provide a role-model for teamwork and leadership
- With support from the SCMG Office of Professional Services, plan, design, develop and implement the Department’s Physician and Professional Work Force Development plan so that
- Each physician and advanced practice professional has a current career development plan, and
- The Department retains and develops an excellent clinical work force to meet community needs
- Oversee Ongoing Professional Practice Evaluation and Focused Professional Practice Evaluation for each member of the Department
- Cultivate relationships with professional training programs and professional societies as sources for recruiting

- In collaboration with the St. Charles Health System Office of Quality and Patient Safety, plan, design, develop and implement a Patient Safety Program founded on the principles of patient safety science.
- Plan, design, develop and implement a culture of safety at each of the Department’s care delivery sites to ensure vigilance in patient care.
Affordability: we address the cost of care (reduce cost of care) - In collaboration with Clinical Director develop, implement and achieve an annual financial plan for department. Should financial performance fall short of plan, develop and implement countermeasures to get back on track
- Evaluate the need for additional or replacement capital equipment and incorporate into financial plan
- Implement evidence-based, redesigned care paths to eliminate the internal and external failure costs of poor quality
- In collaboration with the SCHS Population Health team, implement evidence-based models for addressing social determinants of health in the care of patients
- Optimize processes for addressing financial barriers to care
- Develop Social Service metrics for timely enrollment in OHP for eligible patients
- Support Social Service identification of financial barriers
- Cultivate philanthropic support for supportive service programs not covered by insurance
- Decrease time and expense of travel for care
Quality: we deliver patient-centered care that ensures best outcomes - Plan, design, develop, implement and evaluate evidence-based care paths across all of the Division’s sites of care in St. Charles Health System
- Lead clinic staff in learning performance improvement tools and methods
- Measure and report care outcomes, and benchmark against best practices
