Supervise Medical Technician section in Pathology & Laboratory Medicine Service at Mann-Grandstaff VA Medical Center. Responsible for the direct management of Medical Technician (Phlebotomy) personnel and reports to the Pathology and Laboratory Medicine Service Laboratory Manager. Perform work in the Clinical Lab providing a range of critical lab support duties to include patient sample collection, reference laboratory processes, specimen processing, and specified testing. Update: Close date extended by one week. The incumbent supervises GS 0645 Medical Technicians and all subordinates are trained and functioning within their position descriptions. The incumbent ensures that the organizations strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, and services. The incumbent works days, evenings or weekend shifts as staffing required to provide good patient care. Supervisory Duties (80%) Overall duties and include, but are not limited to: The incumbent provides direct supervision to employees that perform a wide range of duties in Pathology and Laboratory Medicine Services. This responsibility includes assigning work, adjusting work assignments, training students, employees and healthcare workers, approving leave, counseling employees for performance or conduct issues, initiating disciplinary actions, resolving employee, provider and patient complaints, conducting performance appraisals, conducting interviews, selecting new employees, managing supplies and equipment, updating policies and procedures, and providing other administrative support to the Laboratory Manager as necessary. Develops policies and procedures for Specimen Procurement and Processing. Maintains appropriate levels of supplies for efficient operation of Specimen Procurement and Processing. Assures all employees under his/her supervision are aware of and abides by the hospital and laboratory safety regulations. Responsible for professional and administrative management; identifies employees' continuing education and training needs by communicating training opportunities to subordinates. Maintains effective interdepartmental relations with other services, supervisors, and staff to accomplish the medical center goals. Analyzes current and future workforce requirements to determine competencies and skills needed. Works with servicing HR in participating in all steps of the recruiting and hiring process to expeditiously recruit for vacant positions and to select qualified employees, including obtaining at least two references for the selectee. Meets all established timeframes and deadlines. Successfully transitions new hires into the position by promptly communicating performance elements and standards within applicable timeframes, providing ongoing feedback and coaching, and making appropriate use of the probationary period to assess the employee's ability to perform. Provides employees with feedback on performance informally on a regular basis. Conducts a progress review for each employee at least once during the appraisal period and documents the review in the appropriate space on the appraisal form. Initiates a written counseling or a warning of unacceptable performance to correct the performance deficiency if, during the progress review, the performance of any element is less than fully successful. Completes and communicates performance appraisals, measured against performance standards, within 60 days of the end of the appraisal cycle. Appropriately identifies and addresses specific, performance-related deficiencies with the employee in a timely manner to ensure employee is given every opportunity to improve to a successful level of performance. Develops the ability of the subordinate staff and others, as appropriate, to perform and contribute to the organization through coaching, mentoring and providing ongoing feedback and by granting opportunities to learn through formal and informal methods. Works with HR , as appropriate, to ensure that an employee's conduct deficiencies are addressed expeditiously. Ensures that subordinates complete all mandatory training on a timely basis. Takes responsible action to resolve reported concerns, including conducting administrative investigations, when appropriate; or referring allegations to appropriate offices. Non-supervisory duties (20%) Services as a Medical Technician in the Clinical Laboratory with responsibility for performing all specimen logins, production and distribution of all work lists and specimens, and successful medical technician of all Veteran inpatient outpatients requiring blood work to be done. Phlebotomizes patients, using aseptic venipuncture, on the inpatient wards, Urgent Care and in the medical technician outpatient clinic, always assessing the patient's status relative to his/her age specific needs, checking patient identification and selecting the appropriate tubes for the test required.
