The primary focus of position is to manage and supervise all phases of laboratory service operations in 1b complexity index group laboratory; to manage daily administrative and technical operations ensuring effectiveness and efficiency in support of the Service Chief's clinical goals/strategies/missions for laboratory service; to manage the implementation and performance of laboratory testing protocols to provide the highest level quality and ensure they are cost effective to medical center. The incumbent reports directly to the Director CQI, P&LMS. S/he has direct professional supervisory responsibility for several supervisors which includes a GS-12 Laboratory Information Manager, GS-12 Ancillary Testing coordinator, GS-11 Administrative Officer and the section supervisors which all GS-11 and GS-12. S/he also serves as the second line supervisor the P&LMS technical staff. Provides technical guidance to supervisors when resolving complex technical problems and when systemic quality control or instrument problems occur. Monitors workflow and workload for various laboratory sections. Reviews work performed and data reported on LMIP report to ensure accurate reporting of testing volumes. Ensures that supervisors write and updates procedure manuals to accurately reflect current practices, ensuring that they meet current laboratory standards and accrediting requirements. Assist supervisors with difficult and/or problematic procedures. Working with section supervisors, evaluates and plans implementation of new methodologies and instrumentation in various laboratory sections. Trains and mentors' new supervisors. S/he performs the full range of supervisory duties: Establishes employee position descriptions, functional statements and performance plans for direct subordinates according to Agency and Departmental goals and objectives. Ensures employee understands how their work supports the Agency's mission. Identifies skills and physical requirements for the job. Cooperates with Human Resources (HR) to ensure accurate postings of job vacancies. Interviews and recommends appointment of most highly qualified individual(s) to HR and the local HT-38 Board (when appropriate). Plans current and future workforce requirements and retention/succession planning with other P&LMS supervisors. Assures orientation, training, and competency assessment of staff. Provides ongoing feedback and coaching. Makes appropriate use of the probationary period to assess the new hire's ability to perform in the position. Gives advice and counsel, and appropriately appraises and rewards subordinates as well as addressing performance and conduct deficiencies in a timely manner. Assures that all employees under his/her supervision are aware of and abide by the appropriate hospital and laboratory policies and regulations. Assures that all standards of the governing agencies are practiced at all times in each Section, and that the section will qualify for accreditation by that agency. The supervisor also participates in succession planning and reviews human resource utilization. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm Financial Disclosure Report: Not required
