The Laboratory Manager shares with the chief of laboratory service/medical director full responsibility for managing and supervising all phases of laboratory service operations in Pathology & Laboratory Medicine Service at the Southeast Louisiana Veterans Health Care System. The incumbent provides guidance and serves as an authority and Subject Matter Expert (SME) on laboratory medicine, including research, agency policies, new techniques and procedures. Duties include, but are not limited to: Plans and schedules on-going work. Adjusts staffing levels or work procedures. Schedule's supervisors and administrative staff approves leave and certifies timecards. Chooses methods for achieving work goals, objectives, and management strategies. Monitors test analyses and specimen examinations to ensure acceptable levels of performance; initiates corrective action when test performance deviates from established performance specifications. Manages regulatory affairs and compliance; monitors laboratory continuous readiness preparation. Responsible for meeting applicable regulatory agency requirements for CAP/Equivalent Team Leader, Lab General, and All Common checklists. Responsible for evidence manual preparation for these checklists. Prepares / updates the Laboratory Administrative Manuals and maintains all Laboratory Document Control. Implements and monitors the Laboratory Quality Management Plan and QM activities. Oversees timely completion of new Fiscal Year contract packages and closeout of previous year's packages. Develops and manages program budget, resource utilization, inventory, acquisition and contracting processes. Pays assigned invoicing via IPPS, monitors obligation funding and Service spending via P&LMS Fiscal Accountability Tool. Performs the full range of supervisory duties. Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates. Assures orientation, training, competency assessment and performance monitoring of Service staff. Prepares and approves Personnel Actions, authors Functional Statements (FS) and Position Descriptions (PD), prepares recruitment packages, perform applicant resume reviews, assures proper interview and candidate selection processes and coordinates on-boarding process with the assigned HR Specialist. Performs Administrative Competency assessments of supervised staff. Receives, accessions, and processes incoming samples per SOP from all areas of the hospital and outlying clinics when needed. Participates in and oversees Pathology Performance Improvement Projects. Serves as a member of the Pathology Essential Personnel Team (Hurricane Team). Reviews the annual All Employee Survey (AES) results, addresses deviations and prepares the Service Corrective Action Plan for the facility Employee Assistance Coordinator (EAP) Coordinator.
