This position functions as part of the VISN 20 Prosthetics and Sensory Aids Service primarily in the Orthotic & Prosthetic (O&P) Clinical Service located in Vancouver, WA. The Prosthetics and Sensory Aides Service Line in VISN 20 is unique in that it is a fully integrated system at the VISN level. Although our staff are assigned to specific primary duty stations at the facility level, our staff are not employed by that facility and rather work for the VISN. The V20 Prosthetic Service fulfills orders for care sites in Washington, Oregon, Idaho and Alaska. There may be situations where you will be asked to provide coverage at a satellite facility of your primary duty location as part of that primary duty station. The primary duty location for this position is within the Prosthetics VISN office located in Vancouver, WA. The Supervisory Prosthetist/Orthotist, VISN Clinical Manager provides leadership, direction and supervision for all VISN 20 O&P clinical services. The O&P Clinical Manager is responsible for helping to plan, develop and implement a region wide delivery system for prosthetic and orthotic appliances and related services. The incumbent will be involved in program development the areas of business operations, regulatory issues, clinical care, education and research. The incumbent will act as the subject matter expert to the entire VISN on prosthetic and orthotic clinical services. The incumbent must be American Board for Certification (ABC) or Board of Certification/Accredidation (BOC) at the practitioner level in both prosthetics and orthotics. This position requires the incumbent to work collaboratively with the VPR/designee and the entire Prosthetics & Sensory Aids (PSAS) leadership team in the planning and coordinating of program activities. The incumbent may also work with other VISN or facility leadership to identify areas where the O&P clinical staff should collaborate ad communicate with the providers within facilities. The incumbent will assist in improving consult management for O&P items. The incumbent must interpret and apply VA and VISN policies and procedures to the program for which they are responsible. The incumbent acts independently in resolving routine problems. The VISN Prosthetics Representative (VPR) provides administrative oversight and direct supervision of this position. The O&P Clinical Manager is the subject matter expert, providing input for the O&P clinical direction. Major duties include, but will not be limited to: -Acts as a VISN resource/consultant with significant multi-disciplinary involvement in the care of Veterans with amputations and other complex disabilities. -Serves as an advisory to physicians, therapists and other medical professionals as necessary regarding indications, contraindications and policy issues for provision of complex and emerging technologies regarding prosthetic and orthotic prescription criteria. -Provides subject matter expertise and high level clinical skill in evaluation, prescription formulation, fitting, alignment and delivery of complex prosthetic and orthotic devices. -Utilizes telehealth practices to enhance VISN wide care of Veterans with amputations and complex disabilities. -Leads development of team processes in VISN 20 O&P program. -Utilizes effective communication skills at all levels to enhance team functioning and proper addressing of patient care issues. -Ensures efficient use of maintenance of diagnostic equipment such as CAD CAM and gait analysis equipment within the VISN. -The incumbent provides leadership, management, and oversight of the VISN 20 O&P Clinical staff. The incumbent is the direct supervisor for the VISN 20 Supervisory Prosthetist/Orthotists, VISN 20 MSA Supervisor and any O&P staff that do not have a direct supervisor assigned at their facility. -The incumbent works with the VPR/designee, prosthetics leadership to develop and implement a strategic plan to accomplish the goals of the VISN 20 Prosthetic Service Line. -The incumbent establishes performance standards and uniform competency assessment procedures for all assigned staff in the VISN. -The incumbent provides supervision oversight and assistance to the Supervisory MSA towards monitoring and improving the processes for scheduling appointments. -The incumbent/designee performs site visits with the Prosthetics Quality Assurance Review Team. The incumbent will perform facility and vendor site visits as needed for oversight, quality control and insurance of industry standards. Assurance that items provided to Veterans of high quality. -Assesses VISN 20 Prosthetic/Orthotic certifications and accreditation of VISN O&P Services. -Directs and develops processes for coding complex devices to be provided through commercial partners including review processes to ensure timely, accurate provision of services consistent with physician prescription.
