The Deputy Public Health Laboratory Director is responsible for assisting the PHL Director in the management and oversight of all operations within the PHL, that includes all administrative operations, such as grants management, budget, procurement, human resources (HR) and informatics; all technical operations, testing samples of various materials for bacterial and viral infections, heavy metals, toxic or volatile materials, and other hazards to public health and safety.
The Deputy PHL Director assists in managing, planning, and coordinating the specialized programmatic and technical associated with the PHL. Through subordinate staff and contractors, ensures that all required laboratory services are provided, and all clinical testing meets CLIA. The incumbent plans, develops, implements, and oversees programs, methods, and techniques to keep pace with the constant change in public health issues and increased demand for laboratory services. Provide oversight responsibility as needed for programmatic activities of units within the Public Health Laboratory including Molecular Diagnostics, Next generation sequencing, and Microbiology, as well as for the PHL-associated Mobile Testing Unit.

Candidate must meet the educational and experience required to qualify as a Technical Supervisor of a High Complexity Laboratory under the Clinical Laboratory Improvement Amendments (CLIA) 42CFR § 493.1449 is required. Qualified candidates must be a licensed and board-certified MD, DO or have earned a graduate or undergraduate degree in a chemical, physical, biological or clinical/medical laboratory science from an accredited institution in addition to the required laboratory training and/or experience in high complexity testing within the specialty of chemistry.
Minimum of four (4) years of training and/or laboratory experience in which two or more years of training and/or experience must be demonstrated in progressive public health administration such as a Clinical and Public Health Laboratory fellowship accredited by the Committee on Postdoctoral Educational Programs (CPEP) (within the American Academy of Microbiology and the American Society for Microbiology) or the CDC Laboratory Leadership Service (LLS).
The Department of Forensic Sciences (DFS) was established by the “Department of Forensic Sciences Act of 2011” by the District of Columbia City Council and became operational as an agency on October 1, 2012. The Department’s mission is to provide “high-quality, timely, accurate, and reliable forensic science services using best practices and best available technology; a focus on unbiased science and transparency; and the goal of enhancing public safety." The DFS consists of the Forensic Science Laboratory Division, the Public Health Laboratory Division, and the Crime Scene Sciences Division.
